Finish cm_datetime.c (look at top TODO comment)

Remove (or make optional) doubling of delimiters in cmqst, add optional
C-style handling of \x sequences.

Write real cmtime routines for unix

Make continuation sequences more general.

Move and rename cm_build_fdb_chain routine.

Reorder the FDBs.

Check use of dttzone routine, add code field in cm_datetime structure.
